Shipping — Practical Considerations for PAC/PAM
Container Selection
- 20-foot container (20GP): ~20-25 tons (800-1,000 x 25kg bags). Good for trial orders and smaller plants
- 40-foot container (40GP/HQ): ~25-28 tons (1,000-1,120 x 25kg bags). Weight-limited, not volume-limited — chemicals are dense. A 40-foot container maxes out on weight before it fills up on volume. 40HQ offers no advantage for chemical cargo (use 40GP)
- LCL (Less than Container Load): 1-15 tons, consolidated with other cargo. Higher cost per ton, longer transit, higher damage risk. Only for trial orders
- Bulk / Flexitank: For liquid PAC (10-18% Al2O3). 20-foot flexitank holds 20-24 tons. Not for powder products
Packaging for Chemical Shipments
- 25kg woven polypropylene (PP) bag with PE inner liner: Industry standard. Double-check inner liner integrity on first container — torn liners = moisture absorption
- 500kg or 1000kg FIBC (supersack/bulk bag): For bulk users with forklift and hoist. Lower packaging cost per ton, faster unloading. Require pallets or slipsheets for forklift handling
- Palletization (optional): Adds 5-10% to freight cost (pallets take space and weight) but enables forklift unloading. Non-palletized bags must be manually unloaded — factor in labor cost
- Desiccant bags in container: Recommended for tropical destinations (Southeast Asia, West Africa). 10-20 x 1kg silica gel or calcium chloride desiccant bags hung in container to absorb moisture during transit

Customs Clearance and Duty
- HS Code for PAC: 2827.32 (Chlorides, chloride oxides — of aluminium). Duty rates vary by country and FTA status. Typically 0-10%
- HS Code for PAM: 3906.90 (Acrylic polymers in primary forms). Duty typically 0-10%
- ASEAN-China FTA (ACFTA): Form E reduces duty to 0% for most PAC/PAM shipments to ASEAN countries. The Form E must be applied for before shipment — not after. Blanket Form E is typically valid for 6-12 months from issue
- VAT/GST: Applied on import at the destination country’s rate (e.g., UAE 5%, Bangladesh 15%, Nigeria 7.5%, Indonesia 11%). Paid by importer at customs clearance
- Customs broker: Essential for first-time importers. Fee typically $200-500 per container. They handle classification, duty calculation, documentation submission, and port release
